Smartphones, social networks and other accoutrements of modern
digital life are generating vast new data sets that are revving up
the digital economy. A new consensus is needed to govern the use of

have a system of rights," he says - something that balances the
valid, but often conflicting, interests of individuals, governments
and businesses.
