Persistent teams become more effective innovators than project teams, which must disband and reform as products evolve. However, maintaining persistent teams requires better planning and ongoing funding in two categories: run work (that is, effort that keeps current processes going) and change work (investments in new products and better processes). As traditional companies evolve into emerging Agile ones, they can typically rebalance funding to invest more in change, less in run. Mature Agile companies can typically do even better, spending more time and effort on value-adding change.
