In a fiercely competitive government IT services market, companies are looking for ways to keep down overhead and offer lower rates when bidding for contracts. These facilities allow companies to share infrastructure, basic support and allow them to spread costs across multiple customers, said Dan Schwartz, a partner with Bain & Company.
