In the October meeting with President Vladimir Putin, Vitaly Saveliev, CEO of Aeroflot said the company was ready to create a domestic low-cost airline company and mentioned that there were roadblocks in implementing the initiative. In particular, there were “missing legal regulations” such as required amendments to the Air Code blocking progress. The President sanctioned draft amendments and, one month later, initiatives that can change the domestic air passenger market are now on the President’s table.
