Transforming the National Skills Ecosystem

MinistryCo* is a national public sector organization responsible for establishing labor and workers’ policies for both public and private sectors. It oversees social affairs, manages civil services, and runs development and training programs aligned with national policies. We helped design, activate, and operate the strategy and operating model of 12 industry-led “sector skills councils” to learn and understand the skills requirements for the country’s most prominent industries and institutions. These industry-led groups accounted for approximately 75% of the country’s total GDP and employment. More than 200 senior stakeholders from key economic sectors, both public and private, along with more than 100 education and training stakeholders, contributed to the development of these councils.

Results:

  • Developed the strategy, positioning, and institutional setup for 12 industry-led entities, along with a tailored engagement approach to onboard them
  • Established the first ever nationally recognized skills standards for 12 economic sectors to drive MinistryCo’s human capital development efforts and to guide the education and training ecosystem
  • Identified 8,500 technical and general skills, more than 270 global and local trends impacting skills needs, and more than 2000 job roles
  • Designed and delivered 84 priority initiatives to respond to skills demand needs

Revitalizing the Creative Economy

CreativeEconomyFund*, a government-funded entity, aimed to build a self-sustaining cultural economy while generating financial returns. An internal review showed 80% of capital sitting idle, limited products, operating inefficiencies, minimal private co-investment, and heavy losses. We began by running a current-state assessment and estimated the national funding gap. Then we mapped value chains by sub-sector and designed a full suite of credit, equity, and grant products, with a go-to-market plan to bring in outside investors. Next, we set strategy by business line, defined clear objectives and KPIs, and built an annual disbursement and capital-sourcing plan with asset allocation by product, sub-sector, and region. Finally, we set up the delivery engine—governance, review cadences, and owner accountabilities—and activated early deals to prove the model. 

Results:

  • 2.3% cultural sector contribution to GDP
  • 2x revenue uplift over previous year
  • 35+ new credit and investment transactions made in the film, fashion, and culinary industries

Shaping a Future-Ready Education Strategy

GovMinistry*, the national authority for training and education, set out to deliver the country’s 2030 vision. We built a data-backed view through benchmarking and fieldwork, then designed a target governance model with a clear transition. With stakeholders, we set the mandate, vision, and decision rights, and turned goals into sub-sector strategies and an investable portfolio with budgets tied to national planning. To ensure delivery, we set up the team and routines—PMO, KPIs, risk/change, and communications—plus funding and performance mechanisms. We sequenced quick wins and longer reforms and activated cross-agency collaboration. The result: a future-ready sector, stronger job pathways, and modern governance that lifts outcomes.

Results:

  • Empowered the education sector to serve as a key enabler of the country’s blueprint to diversify the economy, empower citizens, and create a vibrant environment for both local and international investors
  • Shaped the country’s citizens into global citizens by improving their skills and employment opportunities
  • Established a new governance model for the education and training sector, using close collaboration among multiple entities to enhance learning outcomes
